The decision to set up the Center for Internet Excellence (CIE) in Oulu was made by the founding partners in autumn 2008. CIE’s founding partners are the City of Oulu, Nokia, the University of Oulu, VTT Technical Research Centre of Finland, the Oulu University of Applied Sciences and Technopolis. CIE celebrated its grand opening in August 2009.
